IV.  SECURITY
Security is based on collaboration with other nations within the rule of law established through the United Nations.  Only if the United States abides by standards of international law, will its judgments of the conduct of other countries be morally credible. . The U.S. should:

1.  Ratify and implement all treaties relevant to the elimination of weapons of mass destruction.  Make credible near term plans for abolition of nuclear weapons and renounce the use of nuclear weapons by respecting the Nuclear Non-Proliferation Treaty.   Commit to a phased disarmament program, such as described in the Global Action to Prevent War proposals including reducing military expenditures worldwide.  Work toward an international treaty banning weapons in outer space.

2. Address social and political conditions which engender terrorism and collaborate with international intelligence organizations.

3.  Renounce unilateral military intervention and use the multilateral security mechanisms provided for in the UN Charter.

4.  Stop funding other nations’ military arsenals and respect the international code of conduct on weapons sales.

5.  Strengthen the authority and resources of the UN for peacemaking, peacekeeping, and enforcement actions, and work toward the establishment of a permanent standing UN peacekeeping force.

6. Reaffirm our obligation to abide by the decisions of the World Court and support a democratic and transparent process for appointing judges.

7.  Support the development and training of a multi-national Non-violent Peace Force as an alternative to military service, which can serve as a standing volunteer force prepared to enter conflict-prone areas before war breaks out and to support the people who are trying to repair relationships after a cease-fire.

8.  Demonstrate that the US is committed to peace by creating a cabinet position and a Department of Peace.
